Launched in 2015, Gavi’s Cold Chain Equipment Optimization Platform (CCEOP) is the world’s largest vaccine cold chain investment programme, having deployed more than 120,000 cold chain units across 60+ countries.

CCEOP 的诞生
2015 年之前，Gavi 受援国普遍面临的问题是：有疫苗，无法存。捐赠的设备质量参差，且无配套培训，平均使用寿命不到 3 年。CCEOP 的设计初衷正是要打破这个循环。
三大设计原则
1. **国家共出资**：把"白送"改成"共担"，把决策权和成本意识同时交给受援国 2. **设备捆绑培训**：每一台设备的报价都包含 5 年的现场培训和远程支持 3. **数据回报闭环**：所有项目必须每年回传运维数据，作为下一轮采购的依据
